Job Description

Organizational Summary: Central HR consists of multiple areas of expertise including Talent Acquisition, Benefits, Classification & Compensation; Employee and Labor Relations; Continuous Process Improvement, HRIS, HR Business Partners and Talent and Learning Management. Position Summary: The Sr. Payroll Administrator leads enterprise payroll operations for the University of South Florida’s large workforce, ensuring payroll is delivered accurately, on time, and in compliance with applicable requirements. This role supervises a team of payroll administrators, serves as the escalation point for complex payroll issues, strengthens pre- and post-payroll audit controls, and partners across HR, Finance, and IT to ensure payroll system integrity and a high-quality employee support experience.

Responsibilities


Responsibilities:

  • Lead end-to-end payroll cycle execution and operational readiness activities (including off-cycle and corrective processing as needed).
  • Design, maintain and execute pre- and post-payroll audit routines, balancing, and reconciliations; coordinate audit support and remediation.
  • Research, resolve, and document complex payroll issues; partner with stakeholders for root-cause fixes, testing, and process improvements in Oracle Cloud.
  • Supervise and develop payroll administrators; build redundancy across payroll functions; maintain standard work, SOPs, and cross-training plans.
  • Oversee payroll support intake (email/workflow/tickets and employee inquiries), ensuring timely resolution and high-quality communication.
  • Produce and maintain payroll reporting and data extracts for controls, reconciliations, stakeholders, and operational monitoring using Oracle HCM reporting/data exchange tools.
  • Maintain strict confidentiality of payroll data and ensure appropriate handling of sensitive information.
  • Other duties as assigned.


Qualifications

Minimum Qualifications:

  • Bachelor’s degree in Accounting, Finance, Business, Human Resources, Information Systems, or related field (or equivalent combination of education and relevant payroll experience).
  • Degree Equivalency Clause: Four years of direct experience for a bachelor’s degree.
    – Senate Bill 1310- The Florida Senate (https://www.flsenate.gov/Session/Bill/2023/1310) is conditional upon meeting all employment eligibility requirements in the U.S.
    – SB 1310: Substitution of Work Experience for Postsecondary Education Requirements
    – A public employer may include a postsecondary degree as a baseline requirement only as an alternative to the number of years of direct experience required, not to exceed:
    – (a) Two years of direct experience for an associate degree;
    – (b) Four years of direct experience for a bachelor’s degree;
    – (c) Six years of direct experience for a master’s degree;
    – (d) Seven years of direct experience for a professional degree; or
    – (e) Nine years of direct experience for a doctoral degree
    – Related work experience may not substitute for any required licensure, certification, or registration required for the position of employment as established by the public employer and indicated in the advertised description of the position of employment.
    – Minimum Qualifications that require a high school diploma are exempt from SB 1310.
  • 5+ years of progressive functional payroll operations experience in a complex organization.
  • Experience with Oracle HCM Cloud payroll operations or a comparable enterprise payroll system.
  • Demonstrated ability to perform payroll auditing, reconciliations, and issue resolution with strong attention to detail.
  • At least one year of supervisory experience.
  • Working knowledge of payroll tax regulations (federal and state), including FICA.

Preferred Qualifications:


  • CPP or FPC.
  • Experience with OTBI/BI Publisher and/or HCM Extracts and integrations in Oracle Cloud.
