Department Marketing Statement:
Transportation & Parking Services (TPS) is part of
Housing, Dining, and Auxiliary Enterprises (HDAE). TPS is an innovative and self-sustaining department that supports the UCSB mission by
providing safe and reliable parking, fleet services and transportation alternatives to our campus community. TPS manages over 9,500 parking
spaces and over 400 vehicles. TPS coordinates inbound and outbound traffic planning for all major campus events.

Brief Summary of Job Duties:
Under the general direction of TPS Director, manages all business
functions of Transportation Services. The department has nine FTE, an operating budget of approximately $2.5M, a campus fleet of
approximately 400 vehicles, a fleet service garage and fleet fueling operations. Responsibilities include personnel supervision, financial
and budget administration, vehicle accident claims, facilities and materiel management. Under the general direction of the TPS Director,
provides system and database analysis and support to Transportation and Parking Services. Includes involvement in planning, design and
implementation of databases and applications paying particular attention to how they relate to complex desktop and online legacy
applications and databases.
Required Qualifications:
- Bachelor’s Degree in related area and/or equivalent
experience/training - 4-6 years Management and supervision in fleet and auto tech shop management. Financial reporting and analysis
skills. - Progressively responsible supervisory experience; ability to effectively supervise assigned professional, technical and
supervisory personnel. - Solid interpersonal skills, service orientation, ability to multi-task effectively in varied, high volume
environments, judgement and decision-making, reasoning, ability to develop original ideas to solve problems, and effective verbal and
written communication skills. - Knowledge of university policies and procedures.
- Demonstrated ability to develop and control
operational budgets for multi-functional programs. Demonstrated ability to analyze requirements for staffing, vehicles, and equipment,
etc. - 4-6 years of management and supervision in fleet and auto tech shop management. Financial reporting and analysis
skills.

Job Functions and
Percentages of Time:
- 20% Unit Management & Strategic Planning – Provides leadership and management for the
Transportation division of TPS. Responds to inquiries, solves customer issues, and represents TPS regarding fleet services provided by the
department. Represents Transportation & Parking Services on campus committees as they relate to the campus fleet. Assesses sustainability
goals and provides insight on how best to meet those goals and the costs associated with them. Performs benchmarking with other universities
and organizations to learn different approaches and practices. Develops long-term plans for determining personnel, equipment and facility
needs. Researches current and future alternative-fuel vehicles to determine cost-effective inclusion into the fleet to meet campus, local,
state and federal mandates. Develops short and long-term plans to meet green-house gas reduction goals and standards. Provides leadership
for the development, review and vision for the transportation program that reflect our mission statement, efficiencies, and overall best
practices. This role involves performing complex financial modeling and demand analysis to manage the lifecycle and replacement schedule of
the campus fleet. The incumbent identifies diverse funding resources and conducts fiscal projections to support a robust vehicle replacement
program. Contribute to the development of the Strategic Transportation Plan and the Long-Range Transportation Plan (LRTP).
- 15% Financial Management – Develops budgets for the Transportation program totaling approximately $2.5 million in
revenue and submits for Director approval. Identifies sources of revenue and makes projections based on trends and changing conditions.
Reviews and analyzes needs, staffing models, and costs to cover operations per the annual budget for the units. Analyzes monthly financial
reports to review income and expenses. Performs an analysis of variances for quarterly financial reports. Ensures that recharge income from
rentals and departmental assigned vehicles are processed accurately on a monthly basis and attributed to correct accounts. Responsible for
preparation of annual Income Rate and Recharge proposal based on an analysis of operational costs.
- 25%
Administration/Supervision – Manages all department units and functions, including personnel, financial and budget, vehicle
accident claims, vehicle acquisition and rental agreements, fleet maintenance and fueling operations. Manages a total of eight FTE. Directly
supervises two FTE.
- 10% Systems Analysis/and Reporting – Performs analysis of Transportation operations
to determine systems necessary to improve business efficiency. Provides analysis of database information and creates reports for use by TPS
management and staff as well as for other campus departments as needed.
- 15% Fleet/Garage/Fueling Station/Materiel
– Manages vehicle fleet operation including maintenance, utilization, operating costs and vehicle replacement schedules. Manages
fleet garage and fueling operations including automotive technician training requirements, diagnostic tool and equipment needs, fuel and
materiel resources.
- 10% Operational Innovation and Leadership – Modernizing departmental operations
through the use of technology and innovative solutions. This involves performing systems analysis to identify and implement tools that
improve work processes, ensuring the department responds more promptly to campus needs. The role provides high-level leadership and
direction to professional and technical staff, managing the business functions of the Transportation division, including a $2.5 million
operating budget and the fleet service garage. By leveraging advanced database reporting and as the subject matter expert, the Assistant
Director ensures that transportation services remain efficient, technologically current, and aligned with the University’s long-term
operational goals.
- 5% Projects/Other – Coordinates with Dept. managers and staff in assisting with
projects related to Transportation, Fleet, and TPS. Works closely with the IT group as it relates to resources, systems, and databases
related to TPS. Provides support to the Director to achieve the goals and mission of Transportation & Parking Services.
