Professionals receiving a doctoral degree in psychology should be capable of extending psychological knowledge and exhibiting the high level of analytic skills and theoretical understanding needed to use existing and emerging psychological knowledge.



Posting Summary

Rutgers, The State University of New Jersey is seeking an Personnel Manager (Human Resources Manager) for the Graduate School of Applied and Professional Psychology (GSAPP). This position will report to the Associate Dean.



Among the key duties of the position are the following:

  • Oversees all HR transactions including managing the onboarding process and serving as an approver of new employees in HCM, E-Verify, salary administration and payroll.
  • Handles faculty lifecycle tracking and administration; administration of staff HR transactions.
  • Works closely with the Associate Dean to ensure the school is compliant with all federal, state, university, and school policies related to human resources.
  • Manages all HR data and documents; creates reports.
  • Responds to queries from the school’s employees regarding all human resources issues.

Minimum Salary: 82166.000



Mid Range Salary: 104002.000


Maximum Salary: 125837.000

Work Arrangement


Consistent with the current application of Rutgers Policy 60.3.22 or the applicable provisions of relevant collective negotiations agreements, this position may be eligible for a hybrid work arrangement. Flexible work arrangements are not permanent, subject to change or discontinuation, and contingent on the employee receiving approval in the FlexWork@RU Application System.

Minimum Education and Experience

  • Bachelor’s degree from an accredited institution, in human resources management or a related field.
  • Two (2) years of experience.

Required Knowledge, Skills, and Abilities


  • Knowledge of human resources administration and development, including current and emerging issues, preferably in a higher education environment.
  • Excellent interpersonal and written communication skills.
  • Ability to present professionally at meetings, to write effective memos and emails.
  • High level of proficiency with computers and systems relevant to HR and office work.
  • Ability to research and learn new technology independently.
  • Ability to work in a fast-paced, demanding environment, work both independently and on a team, demonstrate sound judgment on sensitive matters.
  • Advanced knowledge of human resources management is necessary in order to fulfill the responsibilities related to compliance issues, salary and equity analysis.

Preferred Qualifications

  • Master’s degree is strongly preferred.
  • At least four years of managerial experience in higher education.

  • Regular use of a Windows computer and expertise with software including Microsoft Office (Excel, Word, etc.).
  • Database systems.
  • Large online HR management systems.
  • Common office equipment.
