SUMMARY
JOB DESCRIPTION
This is a managerial position responsible for directing, supervising, and coordinating university facilities operations and maintenance activities. Responsible for assigned service areas including building trades and mechanical maintenance, campus utility distribution and services, energy management, housing operations, work control, campus elevator systems, general plant administration, long-range planning, reporting, and budgeting. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment. Reports to the Associate Vice President for Facilities Services and Campus Operations.
QUALIFICATIONS
Bachelor’s degree in business, finance, engineering, architecture, or a related field is required. Master’s degree is preferred. Related experience may be substituted for required education on a basis set forth by the Department of Human Resources.
Six years of related experience is required. Supervisory experience in plant operations or a related field is required. Valid Texas driver’s license is required at the time of employment.
ESSENTIAL JOB FUNCTIONS
- Directs, supervises, and coordinates the accomplishment of work in the department.
- Oversees the operation of electrical, electronics, plumbing, HVAC, carpentry, paint, sign/graphics, lock shop, housing operations, work control, energy management, and utility services functions.
- Coordinates with operational units and the construction services unit regarding campus construction, renovation, infrastructure improvement, and major mechanical projects, serving as liaison and providing operational oversight as needed.
- Oversees budgeting and planning activities, including the allocation of financial resources for assigned departmental units.
- Develops and implements asset management, deferred maintenance, and lifecycle replacement strategies for campus facilities, infrastructure, and equipment, including preparation of required reports.
- Supervises inspections, testing programs, and evaluations of in-house and contracted work to ensure quality, reliability, regulatory compliance, and adherence to applicable maintenance standards.
- Oversees the repair, maintenance, inspection, testing, regulatory compliance, and modernization of campus elevator systems, including capital planning, budgeting, and project implementation.
- Directs the operation, maintenance, reliability, and continuous improvement of campus utility distribution systems and associated services.
- Oversees the planning, installation, and maintenance of university equipment and machinery.
- Researches and recommends vendors for procurement activities and reviews and negotiates bids as needed.
- Determines operational priorities and scheduling requirements and monitors work order activities and operational performance to minimize disruption to university operations.
- Serves as liaison to the university’s emergency management committee to support continuity of business and campus operations.
- Reviews and approves personnel and administrative actions for assigned departments, including leave requests, EPAFs, grievances, requisitions, and related transactions.
- Hires, supervises, trains, and evaluates assigned staff.

- Ability to read and understand electronic schematic drawings and construction blueprints.
- Ability to react quickly and calmly in emergency situations.
- Ability to maintain effective interpersonal relationships.
- Ability to train and supervise others.
- Ability to problem-solve a variety of situations.
- Ability to manage a budget and work within the constraints of that budget.
- Ability to understand, investigate, and resolve employee and customer complaints.
- Ability and willingness to assist assigned staff with job-related tasks.
- Ability to work evenings, nights, and weekends as necessary and serve on-call as required.
- Ability to obtain and retain required training related to the area of responsibility.
- Ability to obtain and maintain a Texas driver’s license.
- Physical condition adequate to permit full performance of duties.
