The Department of Human Resources at The University of Colorado
Boulder invites applications for an Assistant Vice Chancellor for HR Partner Services! This role provides strategic
leadership and operational direction for the university’s comprehensive human resources business partner function, serving as a key advisor
and partner to senior academic and administrative leaders across a highly complex, research-intensive (R1) institution.The Assistant Vice
Chancellor leads a large, campus-wide team of business partners and HR professionals who deliver consultative support and integrated
services to colleges, schools, research centers, and administrative divisions. This role leads and integrates multidisciplinary HR teams to
deliver seamless, strategically-aligned, and client-centered HR services across the campus. This position works closely with the central
campus Department of Human Resources Centers of Excellence (COEs) to ensure that the university’s people strategies-spanning talent
management, compensation, employee relations, organizational development, employee engagement, inclusion, and workplace culture-align with
institutional priorities and enhance organizational effectiveness.Operating in a decentralized and matrixed environment, the AVC supports a
collaborative approach that advances the university’s mission and fosters a positive, high-performing, and inclusive community.

What Your Key Responsibilities Will Be
Strategic Leadership &
Vision:


  • Develop and implement a comprehensive HR strategy across the HR business partner team that aligns with the Central
    Human Resources and the university mission, vision, and strategic plan.
  • Develop systems and principles of work to build and align a
    new business partner team focused on enhancing a strategic and data driven model to enhance the HR service delivery to campus.
  • Lead
    the university’s HR business partner model to deliver consistent, equitable, and high-quality HR support across diverse academic and
    administrative units.
  • Provide mentorship, development, and guidance to HR business partners across the
    institution.
  • Collaborate closely with HR COEs to ensure consistency in application of HR processes and systems across the
    university.
  • Partner with other senior leaders to ensure integration of HR strategies with broader operational and institutional
    goals.
  • Serve as a trusted advisor to senior leadership on organizational design, workforce planning, and institutional change
    initiatives.
  • Advise senior leaders on the HR and staffing impacts of operational decisions, including workforce structure, resource
    allocation, compliance risk, and long-term talent implications.
  • Create a culture and climate conducive to high impact teamwork,
    which values innovation and continuous improvement.
  • Improve year-over-year performance by growing and developing managers and
    individual contributors assigned within areas of responsibility and by using performance data to drive employee effectiveness and
    efficiency.

Operational Excellence & Service Delivery:

  • Ensure HR policies, programs, and practices are
    efficient, compliant, and aligned with guidelines in higher education and public sector administration.
  • Drive continuous
    improvement initiatives to enhance HR service delivery, data-informed decision making, and employee
    experience.

Organizational Development & Talent Management:


  • Collaborate with the Organization and Employee
    Development team to implement talent management and leadership development programs that strengthen the university’s workforce
    capabilities.
  • In collaboration with Organization and Employee Development (OED), Employee Relations (ER), Compensation, and Talent
    Acquisition, design and implement integrated talent development strategies that build supportive career pathways, strengthen leadership
    capability, and align workforce planning with campus priorities.
  • Foster a culture of inclusion, engagement, and accountability
    through effective organizational development and change leadership.

Collaborator Engagement & Relationship Management:

  • Build and sustain strong, collaborative partnerships with leadership; including deans, department chairs, and senior
    administrators.
  • Serve as a key liaison between central HR and campus units, ensuring that HR policies and practices support
    academic, research, and administrative needs.
  • Promote transparency, trust, and shared understanding between central human resources
    and unit leaders.
  • Lead strategic transformation initiatives to modernize HR processes, systems, structures, and service models
    under area of purview.
  • Champion change management practices that facilitate successful adoption of new technologies, policies, and
    organizational processes.
  • Partner with institutional research and effectiveness offices to assess workforce trends and inform
    data-driven decision-making.

This position is hybrid. The in-person schedule will vary
each week according to business needs.



What We Can Offer

  • The annual hiring range for this full-time
    position is $154,700 – $193,300.

What We Require

  • Bachelor’s Degree from an accredited college or university and 8+ years of
    professional human resources experience OR Master’s/JD degree from an accredited college or university and 6+ years of professional human
    resources experience OR equivalent combination of education and experience.
  • 3+ years of experience in a senior management role with
    HR responsibility within a large, complex organization.
  • Experience directly supervising and developing professional HR staff and
    managers.
  • Experience in organizational design, workforce strategy, change management, compensation, and employee
    relations.
  • Experience leading with a data driven approach to impact consultation, programmatic and systems continuous
    improvement.

What We Would Like You to Have

  • 10+ years of progressively
    responsible HR experience, including at least 5 years in a senior management role with HR responsibility within a large, complex
    organization.
  • Master’s degree in human resources, public administration, business, or higher education
    leadership.
  • Familiarity with collective bargaining environments.
