Department: Construction and Inspection


The
Construction Project Inspector works in tandem with the Capital Outlay Project Manager and serves as the Owner’s on-site
inspector for the construction phase of assigned projects, making recommendations to the Owner to assure quality workmanship, and promote
expeditious and cost-effective completion of the project.

The Construction Project Inspector ensures work performed
by others is in compliance with approved drawings and specifications, local/state codes, and in accordance with approved schedules of
completion; assists the Capital Outlay Project Manager in the monitoring of contractors of all trades; performs constructability reviews;
participates in value engineering during planning and estimating; attends progress meetings; reviews contractor daily reports; investigates
existing conditions; coordinates with VCU facilities as needed; meets and coordinates with clients as needed; and reviews invoices and
change orders; and reviews as-built documents.


Additional responsibilities include (but are not limited to):

Project Monitoring


Monitor on-site construction progress via daily site visits and report findings to supervisor
and/or Project manager addressing:

  • Contractor compliance with approved construction documents and applicable codes.
  • Quality of materials and workmanship.
  • Adherence to established project schedule.
  • Safety of site, contractor and
    general public reviewed daily and expectations communicated to ensure a safe workplace.
  • Monitor site environmental conditions.
  • Clear, well-communicated direction of contractor expectations.
  • Timely addressing and documenting of contractor performance
    issues.
  • Monitoring of multiple projects at one time located on both campuses.
  • Ability to multi-task, work non-routine
    hours including nights, holidays and weekends as workload dictates. Scheduling and coordinating of utility shut-downs with building
    managers, fire safety and other affected departments

Project Reporting


  • Daily Report format as a
    source of Owner reference to include problems, agreed-upon methods of resolution and results.
  • Collect, review and approve
    contractor daily work logs for accuracy.
  • Create a well-written deficiencies log and punch-list for contractor and ensure that
    everything is signed-off prior to approval of final payment.
  • Review pay applications and approve only if billing is accurate.
  • Collect as-built documents and review for accuracy with project manager.
  • Upon completion of projects, ensure that all project
    documentation is provided to the project manager for inclusion in the project file.
  • Coordinate hot work permits with fire
    safety.
  • Provide additional related reporting as required.


Advisory

  • Participate and
    serve as Owner’s representative at all meetings among Owner, Architect and Contractor/Consultant.
  • Update project manager on status
    of work or problems with project on a daily or weekly basis, depending on the particular project.
  • Communicate with project manager
    or Senior Project Manager any problems or issues that may require upper management involvement to reach resolution.
  • Communicate
    with building managers, zone leaders, campus coordinators, clients, fire safety engineers and state fire marshal as needed to ensure
    understanding of projects occurring in particular buildings.
  • Solve as many field problems and issues as possible, understanding the
    limitations of this position and the requirement to include the project manager when required.
  • Provide constant feedback to the
    project manager or Senior Project Manager on contractor
    performance so that the contractor can be provided with appropriate
    feedback.

Project Coordination


  • Coordinate phased occupancy of the completed facility, including
    moving logistics for operational units based on intimate knowledge of the completed facility.
  • Work with other departments including
    signage, VCU Net, telecommunications, movers, and support shops to ensure a complete project is ready for turn-over.
  • Appraise
    various Owner disciplines, i.e., interiors, movers, utilities, etc., of critical time schedules, coordinate their access to the site and
    provide informational assistance to avoid conflicts with other work in progress.


Qualifications:

Minimum Qualifications


  • Significant experience in the commercial construction field
  • Knowledge of state building
    codes
  • Knowledge of commercial construction
  • Ability to work well with others
  • Ability to effectively communicate
    both verbally and in written accounts of job progress and observations
  • Ability to accomplish multiple tasks with minimal
    supervision
  • High school diploma or equivalent
  • Valid driver’s license to operate a motor vehicle in the Commonwealth of
    Virginia
  • Demonstrated ability to work in and foster an environment of respect, professionalism and civility with a population of
    faculty, staff, and students from all backgrounds and experiences, or a commitment to do so as a staff member at VCU

Preferred
Qualifications

  • Commercial building inspection certifications through VA DHCD preferred
  • Knowledge of VUSBC
    preferred
  • Knowledge of VA CPSM preferred
  • Trade licensure preferred
  • Proficiency with general construction
    management software preferred

Salary Range: $65,000 – $70,000
