Job Summary:
This role provides district-wide administrative, financial, and procedural oversight for Real Estate and Facilities (RE&F), ensuring consistent budget coordination, procurement support, compliance tracking, and documentation standards across facilities planning, construction, and operations. This role serves as the primary liaison between RE&F and Finance, Purchasing, Risk Management, and Legal, supporting capital projects and facilities programs through accurate financial controls and standardized administrative processes. This role ensures facilities-related activities are compliant, auditable, and aligned with Board policies and District procedures, while not directly managing facilities operations or construction delivery.
Primary Duties and Responsibilities:
Essential Performance Requirements*
- Develops and maintains standardized administrative procedures for RE&F budgeting, documentation, and approvals
- Coordinates facilities budget tracking and prepares variance/trend summaries for RE&F leadership and Finance coordination
- Assists with budget transfer request preparation, justification, routing, and tracking; does not approve or execute transfers
- Administers JOC/IDIQ pool rotation tracking and utilization reporting in coordination with the Purchasing Department and in accordance with District procurement policies and procedures
- Supports RFQ/RFP documentation development and ensures procurement packages are complete and consistent with District requirements
- Coordinates project documentation standards (scope/schedule/cost summaries/close-out records) to support audit readiness and transparency
- Coordinates with Risk Management to validate facility asset insured values and maintain supporting documentation
- Supports CIP documentation coordination by compiling inputs, validating consistency, and maintaining centralized records
- Develops and reports administrative KPIs for assigned areas (e.g., cycle times, utilization, documentation completeness)
General Supervision and Management
- Supervises facilities administration staff (as applicable), including training, performance management, and work assignment.
Service Excellence
- Participates on behalf of the College in external community organizations and associations as assigned to support the Essential Performance Requirements*
- Attends the workplace regularly, reports to work punctually, and follows a work schedule to keep up with the demands of the worksite
- Completes all required training and professional development sessions sponsored through Tarrant County College (TCC)
- Supports the mission, values, goals, and principles of the College
Supervision
- Works under the general supervision of the assigned department leader
- Performs Other Related Tasks as Required

Required Minimum Qualifications:
- Bachelor’s degree in Business Administration, Finance, Accounting, Public Administration, Construction Management, Facilities Management, or a closely related field and seven (7) years’ working experience related experience to the Essential Performance Requirements in an educational facilities environment, or an equivalent combination of education and work-related experience.
- Three (3) years’ working experience supporting facilities operations and/or construction project administration, including exposure to project lifecycle documentation such as planning, procurement, execution, budget tracking, and close-out records
- Three (3) years’ experience supervising direct reports, including assigning work, managing performance, coaching employees, and supporting employee development
Preferred Qualifications:
- Master’s degree
- At least one (1) year’s working experience in a higher education, public sector, or a comparable institutional facilities environment related to the Essential Performance Requirements
Knowledge, Skills and Abilities:
- Knowledge of capital project budgeting, including multiple funding sources, public-sector procurement, and contracting financial controls
- Knowledge of budget variance analysis and financial reporting requirements
- Knowledge of risk management and insurance valuation concepts related to facilities assets

- Ability to manage and lead employees
- Ability to create detailed financial summaries, analytical reports, correspondence, procedural guidance, presentations, and related administrative documentation
- Ability to read and interpret construction and facilities documentation (e.g., scopes of work, project schedules, cost summaries, and close-out records) to support administrative and financial controls
- Ability to assign and coordinate work appropriately to meet departmental and District deliverables
