Fayetteville Technical Community College is recruiting for a new member to join our North Carolina Military Business Team and now accepting applications for a full-time Executive Director!

The Executive Director will provide visionary leadership for the North Carolina Military Business Center by establishing strategic direction, cultivating partnerships with government, military, industry, and educational stakeholders, strengthening North Carolina’s defense and federal contracting ecosystem, and ensuring the effective, compliant, and sustainable operation of all organizational programs and initiatives.


NOTE: This is an on-campus position that requires the selected candidate to work on-site.

Duties

Key Responsibilities

Strategic Leadership and Vision:


  • Develop and execute a multi-year strategic plan aligned with state, federal, and defense economic development priorities.
  • Identify emerging defense, federal, and resilience market opportunities and position North Carolina businesses to compete effectively.
  • Establish measurable organizational performance objectives and monitor progress against strategic goals.
  • Direct the administration, sustainment and operational management of the NCMBC, including staffing, contracting, financial stewardship, grant development, and organizational governance.

Government Relations and Education:

  • Serve as the principal liaison with federal agencies, Congressional offices, state leadership, military commands, and defense-related organizations for the purposes of expanding the defense economy.
  • Develop and execute education and training programs and funding opportunities that enhance North Carolina’s defense economy and federal contracting ecosystem.
  • Represent the organization before legislative committees, boards, commissions, and public forums.
  • Oversee development of grant proposals and cooperative agreements.

Defense Industrial Base Development:


  • Lead statewide initiatives to strengthen and expand North Carolina’s defense industrial base and supply chain resilience.
  • Foster partnerships that increase business participation in defense, federal, and critical infrastructure markets.
  • Identify and address capability gaps affecting military installations, federal agencies, and defense contractors.

Data Analytics and Performance Management:

  • Establish key performance indicators (KPIs) and outcome-based reporting systems.
  • Analyze program effectiveness, economic impact, and return on investment for stakeholders and funding agencies.
  • Utilize market intelligence and business data to guide organizational decision-making.

Risk Management and Compliance:


  • Ensure compliance with all applicable federal, state, college, grant, and contractual requirements.
  • Develop and oversee enterprise risk management practices, including cybersecurity, data protection, and continuity planning.
  • Monitor organizational exposure to legal, financial, and operational risks.

Innovation and Technology Strategy:

  • Guide the strategic use of technology platforms, artificial intelligence tools, and data systems to improve service delivery.
  • Promote innovative initiatives that enhance business competitiveness in federal and defense markets.
  • Oversee modernization and sustainment of business intelligence, customer relationship management systems, and opportunity notification systems.

External Relations and Brand Stewardship:


  • Serve as the chief spokesperson for the organization.
  • Lead statewide communication strategies to enhance awareness of programs and accomplishments.
  • Build and maintain strategic relationships with industry associations, chambers of commerce, military organizations, and economic development entities.

Economic Impact:

  • Develop and support initiatives and programs that promote job creation, capital investment, and economic growth through federal and defense contracting.
  • Evaluate and report statewide economic outcomes resulting from organizational programs and services.
  • Coordinate efforts to support defense community sustainability and military installation competitiveness.
  • Engage the NCMBC in business recruitment, and growth activities of the North Carolina economic development ecosystem.

Talent Development and Organizational Culture:


  • Develop succession planning strategies and leadership development initiatives.
  • Foster a culture of innovation, accountability, collaboration, and continuous improvement.
  • Promote employee engagement and professional development throughout the organization.

Minimum Qualifications

  • A Bachelor’s degree from an accredited college or university with major course work in finance, accounting, business or public administration or a related field or comparable work experience is required.
  • Five years of increasingly responsible experience in military supervision, military contracting, business management, fiscal management, economic development, public administration or a related field.

Preferred Requirements


  • A Master’s degree in Business Administration, Public Administration or a related field is preferred.
