Basic Functions
Act as a key strategic partner to leadership, understanding college goals and aligning HR initiatives to support and drive these objectives.
Collaborate with leaders to design and implement workforce strategies that ensure the right talent is in place to meet business demands.
Participate in the development of the college’s plans and programs as a strategic partner, particularly from the perspective of the impact on people.
As directed by and in collaboration with human resources (HR) leadership performs a variety of technical duties in support of new and returning employees in human resources operations and activities; process new employees; provide information and assistance to employees, job applicants and the general public regarding personnel functions, policies and procedures; prepare and maintain a variety of automated personnel files, records and reports.
This class is designated as Confidential in accordance with the provisions of Government Code Section 3540.1. The term “Confidential” refers to an employee who is required to develop and present management positions with respect to employer-employee relations or whose duties normally require access to confidential information that is used to contribute significantly to the development of management positions as communicated in Government Code Section 3540.1.
DISTINGUISHING CHARACTERISTICS:
The Human Resources Business Partner (HRBP) is a strategic and consultative partner to the college, providing expert HR guidance and leadership to drive college objectives and employee engagement. The HRBP serves as a specialist to management, offering deep expertise in human capital management, and playing a key role in shaping organizational culture. The role requires a strong blend of strategic insight, operational acumen, and the ability to foster relationships across all levels of the organization.
Representative Duties
ESSENTIAL DUTIES:
Perform a variety of technical duties in support of new and returning employees with prehire and onboarding; resolve personnel-related issues and concerns with discretion and confidentiality.
Collaborate with and advise management on recruitment and onboarding strategies to ensure equitable hiring practices; collaborate with HR operations staff to ensure new employee onboarding aligns with institutional culture and compliance requirements; support succession and workforce planning efforts.
Ensure compliance with all federal, state, and local employment laws and regulations, as well as company policies and procedures.
Escalate issues and conflicts to appropriate administrator(s) relating to employee grievances, employee relations issues and concerns.
Participate in new hire orientation and processing of new personnel according to established procedures; arrange and follow-up for clearance on fingerprints; monitor compliance with TB test requirements; forward new employee information to payroll and other departments; as directed, prepare and submit related agenda items for Board authorization.Verify employee information and a variety of other data in appropriate HRIS systems; maintain employee records and files; generate reports as requested; assure accuracy of input and output data.
Leverage HR metrics and data analytics to identify trends, inform decision-making, and drive continuous improvement in HR practices.
Serve as an informational resource to employees, job applicants and the general public; respond to inquiries and provide information regarding job openings, minimum qualifications and personnel functions, policies and procedures; distribute and assist applicants with completing required forms and applications.
Research, compile and verify a variety of data and information; compute statistical information for various reports; process and evaluate a variety of forms, applications and paperwork; verify and assure accuracy and completeness of various documents.
Assist in the implementation and perform special projects and prepare various forms and reports on behalf of the HR leadership ; attend to administrative details and monitor special matters as assigned in collaboration with members of the HR team.
Participate in the development of the college’s plans and programs as a strategic partner, particularly from the perspective of the impact on people.
Prepare confidential information related to employer-employee relations, including collective bargaining negotiations and employee grievances; assist administrators, faculty, and staff on personnel procedural matters related to collective bargaining agreements.
Receive, sort and distribute human resources-related mail as required; compose replies independently or from oral direction; prepare and distribute informational materials; contact others to request documents as needed.
Establish and maintain a variety of personnel files and records according to established policies and procedures; update electronic records and files with employee information, credentials, job location, job assignment; monitor hours and update salary steps.
Act as a change agent, leading and supporting change management processes that drive the adoption of new processes, technologies, or cultural shifts.
Operate a variety of office equipment including a calculator, copier, fax machine, computer and assigned software. Learn and apply emerging technologies and advances as necessary to perform duties in an efficient, organized, and timely manner.
Perform a variety of clerical duties related to assigned activities such as answering phones, verifying employment, greeting visitors.
Collaborate to develop and implement strategies to improve employee engagement and retention.
Assist in the development and implementation of procedures and enhance workflows with creation of forms. Identifies opportunities to improve HR workflows, supporting system enhancements and modernization efforts with HR leadership.
Train and provide work direction and guidance to student workers and designated hourly staff as assigned.

Education and Experience
Any combination equivalent to:
Bachelor’s degree in Human Resources, Business Administration, Organizational Development, or a related field. Five years of increasingly responsible professional HR experience, preferably as a HR Generalist or similar role.
Desired Qualifications and Experience:
Experience in higher education or the public sector environment is preferred.
Professional certification (PHR/SPHR, SHRM-CP/SCP) is desirable.
Demonstrate clear evidence of a sensitivity to and understanding of the diverse academic, socioeconomic, cultural, disability and ethnic backgrounds of community college students, staff and community.
Knowledge and Abilities
KNOWLEDGE OF:
Principles and practices of strategic human resources management, including workforce planning, performance management, and organizational design.
