Overview
The Director of Human Resources – Faculty provides strategic leadership and oversight for all faculty employment and labor relations functions at Everett Community College. This position supports the College’s academic mission by ensuring faculty employment practices are compliant, consistent, and aligned with institutional priorities. The role partners closely with college leadership and labor representatives to support effective staffing, employee relations, and sound decision making across the faculty lifecycle.

Duties & Responsibilities
Faculty Employment Administration
- Serve as the College’s primary authority on faculty employment matters, including tenured, tenure-track, part-time, full-time temporary, counseling, advising, and coaching faculty
- Advise executive leadership, deans, and managers on faculty staffing strategies, organizational structure, policy interpretation, and employment-related risk
- Oversee faculty recruitment processes to ensure consistency, equity, and compliance with applicable laws, policies, and collective bargaining agreements
- Provide leadership and guidance to managers on employee accountability, performance management, and corrective action processes involving faculty
- Serve as the College’s subject matter expert on faculty collective bargaining agreements, including interpretation, application, and compliance
- Participate in collective bargaining negotiations and labor management committees, representing the College’s interests and ensuring alignment with institutional priorities
- Monitor contract compliance and provide authoritative guidance on contract administration to College leadership and supervisors
- Oversee the preparation and issuance of faculty contracts, memoranda, seniority lists, notices, and reports
- Represent the College in unemployment claims, appeals, and hearings involving faculty employees
Human Resources Leadership
- Collaborate with the Vice President of Human Resources and Compliance and HR leadership team to support the strategic and operational functions of the Human Resources department
- Develop, implement, and maintain procedures and workflows to support consistent, compliant, and efficient HR operations
- Ensure institutional compliance with federal and state employment laws and regulations, such as FLSA, FMLA, ADA, USERRA, Workers’ Compensation, and Washington-specific requirements
- Conduct and oversee personnel investigations, ensuring fair process, thorough documentation, and appropriate resolution
- Ensure the accuracy, integrity, confidentiality, and security of employment records and personnel files, including oversight of HR information systems
- Support cross-functional coordination and cross-training within Human Resources to ensure continuity of operations and shared accountability
Management
- Supervise assigned staff, providing direction, coaching, and performance feedback
- Make recommendations regarding hiring, discipline, corrective action, and separation of assigned staff in accordance with College policies and applicable agreements
- Conduct performance evaluations and support professional development for assigned staff
- Support staff development activities aligned with departmental and institutional goals
- Manage assigned budgets in compliance with College and State fiscal policies, purchasing requirements, and ethical standards
General Duties
- Represent Everett Community College at internal and external meetings, committees, and community events as assigned
- Lead or participate in institutional projects, task forces, and committees in support of college-wide objectives
- Balance and prioritize multiple complex initiatives and competing demands across diverse stakeholder groups
- Perform other duties as assigned to support Human Resources operations and institutional effectiveness
Qualifications
Required Education and Experience:
- Bachelor’s degree from an accredited institution in human resources, public administration, organizational leadership, or a related field (or equivalent experience)
- Five (5) or more years of progressively responsible experience in human resources administration with significant responsibilities in employee relations, labor relations, and policy interpretation
- Demonstrated experience serving as an organizational authority on employment matters within a complex environment
- Demonstrated experience interpreting and applying collective bargaining agreements and employment laws in operational decision making
- Demonstrated experience advising leaders and managers on employee accountability, performance management, and corrective action
Required Knowledge, Skills, and Abilities:
- Understanding of federal and state employment laws and regulations applicable to public sector employers, including employee relations, leave administration, and labor standards
- Knowledge of labor relations principles, collective bargaining processes, and employment contract administration
- Ability to analyze complex employment issues, assess risk, and provide sound, defensible guidance to leadership
- Ability to exercise independent judgment and discretion in sensitive, high-impact personnel matters
- Ability to lead and conduct workplace investigations in a fair, thorough, and timely manner
- Ability to communicate clearly and professionally with faculty, administrators, labor representatives, and external agencies
- Ability to build and maintain effective working relationships across diverse stakeholder groups
- Ability to manage competing priorities, deadlines, and confidential information in a dynamic environment
Preferred
- Experience working in a public higher education or other public sector setting
- Experience supporting or working directly with instructional faculty or academic leadership
- Experience participating in collective bargaining negotiations or labor management committees

Terms of Employment
- Full-time position, Monday through Friday, twelve (12) months per year.
- FLSA Exempt employee with a year-to-year contract.
- Position is subject to Everett Community College policies and procedures.
- Performance will be evaluated annually.
