Position Information

The full salary range for the Lead Designated Campus Fire Marshal
(DCFM) is $103,100 – $196,300 annually. However, the expected pay scale for this position is from $103,100 – $170,280 annually. We base
salary offers on a variety of considerations, such as education, licensure and certifications, experience, and other business and
organizational needs. Reporting within the Environmental Health, Safety, and Risk Management (EHSRM) organization and under the terms of the
negotiated Memorandum of Understanding (MOU) between the University of California, the Office of the President (UCOP) and Cal Fire – Office
of the State Fire Marshal (OSFM), the incumbent serves as a Lead Designated Campus Fire Marshal (LDCFM) to act on behalf of OSFM as the
Authority Having Jurisdiction (AHJ) for the campus. This designation from the State Fire Marshal is bestowed upon specific individuals,
meeting specific qualifications, not the position designation. This person has delegated authority to act on behalf of the OSFM to
approve/deny activities that may impact campus core missions. The incumbent exercises independent AHJ authority to review, stamp, and
approve all architectural, engineering, and fire protection infrastructure plans for UCR capital projects, structural alterations, and
major/minor capital improvements. The LDCFM provides highest-level oversight, code enforcement, and administration of fire and life safety
programs across all campus-owned, leased, and occupied facilities (including medical clinics/centers, housing, and research complexes).
Serves as UCR advanced technical subject matter expert on fire and life safety, regulatory and legislative issues on campus including Title
19 California Code of Regulations (CCR) and Title 24 California Building Standards Code and related regulations, industry standards, and
best practices. This position will assure compliance with HCAI regulations for any future UCR Health facilities, as required by the
HCAI/UCOP MOU, as applicable. Proactively assesses fire and life safety risks, and proposes, develops, and oversees implementation of
policies and procedures to assure awareness of and compliance with UCR and regulatory requirements. This position coordinates closely with
various departments within UCR including, but not limited to, Building & Safety, Planning, Design, and Construction, Facilities Services,
Environmental Health & Safety, Auxiliary Services, specifically Housing & Dining, and others as needed. This position provides oversight of
the UCR’s fire and life safety personnel that are responsible for plan review, construction inspections, applicable fire and life safety
inspections, and special events in compliance with all applicable laws, regulations, and standards adopted by the State Fire Marshal
pursuant to the MOU; trains new personnel on inspection work and evaluates their performance. As a University employee, you will be required
to comply with all applicable University policies and/or collective bargaining agreements, as may be amended from time to time. Federal,
state, or local government directives may impose additional requirements. Applicants must have current work authorization when accepting a
UCR staff position. Currently, we are unable to sponsor or take over sponsorship of an employment Visa for
staff.

  equivalent experience/training.

Experience

• 8 – 13 years of related experience.
• At least one of the
  following: (a) Minimum 7 years full time recent experience with 1 year minimum as Designated Campus State Fire Marshal (DCFM); AND/OR (b) 10
  or more years increasingly responsible experience in a position directly related to duties of a Fire Marshal; AND/OR
• (c) five (5)
  years of experience as a DCFM at any UC Campus or fire prevention work in a public fire prevention bureau, unit or agency; or on fire
  prevention or industrial safety engineering in private industry; or in building compliance/inspection work in a public bureau, unit or
  agency with three of those years in a leadership role or supervisory capacity. Additional qualifying experience may be substituted for the
  required education on a year-for-year basis.
• Previous supervisory/managerial experience.

Minimum
Requirements

Solid written, verbal, and interpersonal communications skills, including political acumen and skill to
effectively communicate with diverse constituencies and senior management. Knowledge of fire and building inspection procedures, resolving
findings, and implementing inspection and code enforcement programs in accordance with Title 19 and Title 24 CCR and applicable NFPA
standards. Expertise encompasses fire protection, life safety, and panic safety, including the application of legacy codes and standards as
needed. Excellent project management skills. Good management skills to effectively lead and direct subordinate staff who are assigned duties
in different programs; skills to effectively integrate several highly regulated subject and program areas. Knowledge of fire prevention
inspections, plan review, and construction inspections in a California local or state entity responsible for fire and life safety code and
regulation enforcement. Knowledge of building construction methods. Solid skills to appropriately and efficiently respond to and direct the
response to emergencies and critical situations, including follow-up evaluation and critique of response efficacy; recommend, develop, and
implement changes to emergency response as required. Proven Knowledge of Emergency management systems including the Incident Command System
(ICS), Standardized Emergency Management System (SEMS) and National Incident Management System (NIMS) Knowledge of working in an emergency
response organization Enforcing fire safety standards in the operation, maintenance and construction of medical center facilities as
specified in Title 19 and 24 of the California Code of Regulations, other related codes, regulations and standards. Enforcing regulations
and technical standards relating to building materials, flame retardant treatment of flammable materials and fire extinguishing systems.
Experience reading construction plans for fire code, conducting plan reviews and fire/life safety inspections. Knowledge of fire and life
safety codes, regulations and standards including California Code of Regulations (CCR) Titles 8, 19, 22, 24, Uniform Building Code, Uniform
Fire Code, and National Fire Protection Association (NFPA) standards.

Key Responsibilities

• In consultation with UCOP Office of Fire and Life Safety
  Services, manages and guides the development and implementation of the Title 24 Program which provides professional level Fire Protection
  Engineering/Consultation by continual participation in all developmental stages of capital projects including programming, schematic design,
  design development, construction documents. Oversees all title 24 plan review and approval including management of multiple plan review
  consultants. Manages the development and implementation of the Title 19 Fire and Life Safety Inspection Program, overseeing recurring
  periodic testing of Life Safety Systems and inspections of campus facilities. Ensures the preparation of comprehensive reports for
  submission to UCOP and OSFM. Leads the development, coordination, and execution of general fire safety and emergency preparedness training
  programs, promoting compliance and enhancing campus safety. Consults with fire officials, architects, engineers, contractors, and campus
  staff on problems of fire and life safety in the design, construction, and operation of buildings and facilities at UCR; conducts general
  fire and life safety inspections of existing campus facilities; develops and manages comprehensive fire and life safety programs for
  existing buildings,and is responsible for review and approval of plans for large public events to ensure fire and life safety. Performs
  complex specialty inspections of unique campus facilities to ensure compliance with fire and life safety codes and standards. Delivers
  hands-on, annual recurring fire extinguisher training to promote fire safety awareness on campus and beyond. Conducts property evaluations
  and inspections for campus real estate transactions, providing thorough research, review, and due diligence for facilities or properties
  owned or occupied by the University, addressing all fire and life safety concerns.

• Oversees and executes the legally mandated Title 19 annual fire and life safety inspection
  program for all campus owned and leased facilities. Provides the formally mandated construction/renovation plan review and approvals to
  determine and ensure compliance with minimum state building & fire codes and campus standards. Provides detailed technical
  construction/renovation site inspections and fire systems acceptance testing, including the documentation of various progress inspections
  during construction for matters related to fire and life safety. Conducts and witnesses formal acceptance testing of all fire safety
  systems. Works in tandem with the UCR Campus Building Official to ensure fire and life safety codes are seamlessly integrated prior to
  building occupancy. Provide specialized oversight for high risk occupancies including Group I (Medical Center/Hospitals) regulated by
  HCAI/OSFM, and high-density Group R (student housing/dorms). Partners with UCR EH&S to enforce Chapter 50 (Hazardous Materials) of the
  California Fire Code within complex research laboratories and vivariums.
