Position Information



UC Riverside’s Transportation & Parking Services is recruiting for a Lead Parking Representative. The full salary range for the Lead Parking Representative is $26.88 – $37.66 per hour. We base salary offers on a variety of considerations, such as education, licensure and certifications, experience, and other business and organizational needs. Under direction, Lead Parking Representative assists in coordinating the daily field operations of the parking enforcement team, ensuring the accessibility and safety of campus parking facilities. This position acts as a subject matter expert in the use of the Automated License Plate Recognition (ALPR) system and other enforcement technologies. The incumbent provides leadership and guidance to Senior Parking Representatives and student employees, prepares daily assignments, and assists in training and performance feedback. In addition to lead duties, the position patrols campus, enforces parking regulations, assists the campus community, and supports special events and emergency operations. Applicants must have current work authorization when accepting a UCR staff position. Currently, we are unable to sponsor or take over sponsorship of an employment Visa for staff. As a University employee, you will be required to comply with all applicable University policies and/or collective bargaining agreements, as may be amended from time to time. Federal, state, or local government directives may impose additional requirements.


Requirements


Experience

  • 3 years of related working experience, preferably in communicating with the public providing information and instruction in a lead or supervisory capacity.
  • Demonstrated experience using computer systems, handheld electronic devices, and software applications for data entry, retrieval, and reporting.
  • Proven work experience serving as a team leader or providing guidance to a diverse workgroup, including assigning work and setting priorities.
  • Previous experience with parking services or compliance in a university or similarly complex environment.
  • Advanced experience operating and troubleshooting automated systems such as License Plate Recognition (LPR).

Minimum Requirements


Leadership: Demonstrated skill in leading a diverse team, assigning work, providing training, and motivating employees. Analytical Skills: Ability to read, interpret and equitably enforce parking policies and regulations. Ability to draft accurate and descriptive daily logs , form, and reports which include such information as time, place, direction, vehicle description, permit status and the specific compliance process undertaken. Independent Work & Judgment: Ability to meet deadlines and deliver services on time as promised. Ability to work independently and set priorities; ability to work successfully as part of a team. Demonstrated initiative, flexibility, and organizational skills. Demonstrated time management skills; ability to use time correctly and professionally within University policy while keeping departmental goals and objectives in mind. Environmental requirements: ability to work outdoors for extended periods of time in extreme and inclement weather conditions ranging from high heat with humidity, to freezing, rainy, windy and/or dusty conditions. Ability to work in conditions with excessive noise due to campus community activities and events. Ability to safely work around moving vehicles, machinery and/or equipment. Technical Proficiency: Ability to competently operate and troubleshoot computers, in-vehicle ALPR systems, handheld electronic devices, and other automated tracking systems used in capturing and transmitting parking and citation data. Skill in basic troubleshooting of hardware and software issues. Physical requirements: ability to walk and stand for various durations, up to a full 8 hour shift, walking over uneven surfaces, around moving and parked vehicles, and hilly terrain. Ability to bend, kneel, stoop, squat and sit; ability to lift and carry objects such as parking barricades, cones and immobilization devices weighing up to 40 pounds. Communication: Demonstrated verbal communication skills to sufficiently and effectively relate details pertaining to citations or vehicle tows in a court of law; or to communicate with customers using appropriate tone of voice, vocabulary, and clarity of expression. Ability to interact diplomatically with a diverse public. Ability to handle sensitive situations with tact and confidentiality. Ability to exercise sound judgement and remain calm during emergencies. Ability to interpret parking policies and enforce them equitably.

Department Custom Scope

Under direction, Lead Parking Representative assists in coordinating the daily field operations of the parking enforcement team, ensuring the accessibility and safety of campus parking facilities. This position acts as a subject matter expert in the use of the Automated License Plate Recognition (ALPR) system and other enforcement technologies. Key Responsibilities

  • Supervisory and Lead Duties: Prepares daily assignments for Senior Parking Representatives and student employees, including event staffing, patrol routes, and traffic control duties; provides leadership by modeling desired behaviors, promoting teamwork, and exhibiting the ability to coach and motivate field staff; monitors, assesses, and provides feedback on team and individual work performance; provides guidance by working alongside staff and offering on-the-job training; investigates and responds to complaints regarding parking enforcement staff and field-related issues; assists in developing, reviewing, and updating staff training manuals and procedural documents; makes recommendations for the hiring, training, evaluation, and discipline of staff; drafts accurate and descriptive daily logs, incident reports, and staff performance notes.

  • Parking Enforcement and Technology Operation: Patrols all assigned parking areas in a university vehicle equipped with an Automated License Plate Recognition (ALPR) system to ensure compliance with parking regulations; operates and adjusts in-vehicle computer hardware, ALPR cameras, cellular network equipment, and mobile citation writing equipment; performs routine checks and basic troubleshooting to ensure all systems are functioning correctly; issues parking citations and warnings for violations of UC Riverside parking rules and regulations with Mobile citation Writing handheld and portable wireless printer; manages data captured by the ALPR system, ensuring accuracy and proper synchronization with the parking management database; manually checks vehicles for valid campus parking permits/payments in areas where ALPR is not in use; reports suspicious vehicles or safety hazards to the supervisor Environmental Health & Safety (EH&S), Physical Plant or University of California Police Department (UCPD); impounds or boots vehicles found in violation of specific California Vehicle Codes and UCR Parking Rules and Regulations; inventories and inspects vehicles and equipment to ensure they are in safe working order and in sufficient quantity; inspects department field operations equipment such as but not limited to emergency call boxes, lighting around campus and other equipment.

  • Department Support: Provides operational support for Transportation & Parking Services and Fleet Services which may include some of the following functions: participates in the development and implementation of the department’s mission, goals, and strategic planning; assists in the review of operations and services to identify operational efficiencies and integrate “best practices”; coordinates and/or participates in special projects and assignments, the scope of which may extend beyond day-to-day operations.

  • Assisting Campus Community & Visitors: Maintains current knowledge of information needed to answer questions on topics such as building/lot locations, parking rules, citation appeals, and campus events; assists campus permit holders in finding available parking; provides motorist assistance, including battery jump-starts and vehicle lock-out services; directs vehicle and pedestrian traffic as necessary during peak periods, incidents/emergencies, or special events.
