General Function
The Ozarks Clean Fuels Coalition (OCFC) Program Specialist – OEWRI manages the
OCFC program. This position develops and manages projects/programs, seeks and applies for grants, supervises student interns and Graduate
Assistants, manages databases, develops events and workshops, provides necessary resources and assistance to organizations, and builds
partnerships and memberships with stakeholders. This position is also responsible for facilitating the OCFC Advisory Committee and
developing and implementing the strategic plan and managing the program budget.
Description of Primary
Duties
1.Manages Ozarks Clean Fuels Coalition (OCFC) program.
2. Creates plan and strategy for contacting and meeting
with fleets in the region to encourage conversion to alternative fuels and provide necessary resources.
3. Manages associated grants
and fee for service projects.
4. Strategizes, develops and manages membership program and network of fleets and resource
organizations.
5. Develops and manages program budget, educational programs, workshops, and other events to promote all programs and
support participating organizations. Collects and maintains data relevant to alternative fuel use and infrastructure. Completes and submits
quarterly and annual reports to grant agencies.
6. Strategizes, develops and manages social media platforms. Regularly reviews and
updates website to reflect current programs and resource information.
7. Performs fleet analysis for regional fleets to help them
determine best alternative fuels for their fleets and assist fleets with implementation. This includes completing the analysis using DOE
tools, determining cost effectiveness, and seeking grant or other funding sources to support implementation. This position will be the
contact for fleets and is responsible for relationship building, technical assistance, and managing implementation projects.

Supervises interns and graduate assistants that work on the program.
9. Oversees and supervises the development of marketing
materials with student interns/GA’s or contracted services and approves content.
10. Promotes a positive image of the Ozarks
Environment and Water Resources Institute (OEWRI) by representing the program at professional meetings, workshops, seminars, and conferences
and establishing and maintaining credible relations with organizations.
11. Remains competent and current through self-directed
professional reading, developing professional contacts with colleagues, attending professional development courses, and attending training
and/or courses required by the Department of Energy Clean Cities and Communities Program and the Ozarks Clean Fuels Coalition
program.
12. Contributes to the overall success of OEWRI by performing other essential duties and responsibilities as assigned or
directed.
Minimum Acceptable Qualifications
Education: A bachelor’s degree is required, preferably in one of
the following disciplines: Environmental Science/Management, Engineering, Project Management, Sustainability, Community/Resource Planning,
or a related field. A master’s degree in a related field is preferred. An equivalent combination of years of experience and education may be
considered for substitution of educational requirements.
Experience: At least one year of experience in supervision and project
development and management is required. Experience in developing plans, developing and managing projects/programs and
budgets is required. Experience in marketing, website management, and grant development and management is preferred.
Skills: Strong
oral and written communication skills, independent decision-making, good people skills, computer application skills, ability to work
independently and as a team member, and experience developing partnerships and working with multiple stakeholders are required. The ability
to work independently, manage multiple projects, manage budgets meet deadlines, and work effectively with member organizations is
required.
Other: Frequent day travel on a regular basis is required and will include an occasional overnight stay. Must have a
driver’s license. This is a grant funded position and continuation of this position is dependent on ongoing grant
funding.
