Job Summary/Description
The School Certifying Official (SCO) serves as the primary liaison between the institution, the U. S. Department of Veterans Affairs (VA), VETS Center, and students utilizing military education benefits. This role ensures accurate and timely receipt of tuition and fee payments and debt letters. The SCO manages all aspects of benefit administration, including eligibility advising, enrollment verification, reporting while maintaining strict confidentiality and regulatory compliance. Additionally, provides guidance on benefit usage, resolves payment or entitlement issues, and communication updates regarding program or policy changes.
Typical Duties/Job Duties
- Counsel veterans, service members, and dependents on benefit eligibility and application processes. Explain how to utilize VA and state education benefits effectively.
- Verify and certify student enrollment status with the VA. Track credit hours, tuition, and fees for each term. Ensure adherence to VA regulations and institutional policies.
- Maintain official, confidential records of certifications, VA payments, and supporting documentation. Act as the primary contact between students, the institution, and the VA for benefit-related inquiries.
- Notify the Director of Student Accounts and Bursar of program, policy, or personnel changes.Stay current on VA rules and regulatory updates.
- Assist students with payment issues, entitlement questions, and problem resolution. Maintain third-party contract and exemptions. As well as other duties as assigned.
Knowledge, Skills and Abilities
Knowledge
- Knowledge of VA and state educational benefits
- Knowledge of basic accounting processes and procedures.
- Knowledge of Microsoft Office applications.
Skills
- A High level of accuracy is critical for processing certifications and maintaining compliance.
- Skilled in communicating in a professional, service-oriented manner with students, families, faculty, staff, and others.
- Skilled in using a personal computer, office software, and standard office equipment.
Abilities
- Ability to organize and complete work accurately and in a timely manner.
- Ability to perform mathematical calculations and accounting entries with precision.
- Ability to document processes and maintain clear, accurate records.
Minimum Qualifications
- Associate’s degree in Business Administration, Education, or a related field.
- 1-2 years of experience in the VA Education benefit process and compliance.
- Experience working in a customer service environment.
Preferred Qualifications
- Bachelor’s degree in Higher Education administration, Business, or related field.
- Coursework or certification in Veterans Affairs education benefits administration.
- Demonstrated ability to manage complex data and maintain regulatory compliance.
