The Director of Testing Services will serve as the Chief Test Administrator for all campus
developed and national tests administered at Norfolk State University. Responsibilities include coordinating and facilitating administration
of admissions, diagnostic/placement,
competency, and certification tests and assessments; to continually improve services provided to NSU
students, prospective students, faculty and the Hampton Roads community. The Director will represent the University at the National College
Testing Association annual conference.
The Director will make national and local presentations, as required.
The Director will develop
training materials, provide training, and supervise proctors to ensure the quality and integrity of test delivery and the testing
environment in accordance with National College Testing Association (NCTA) standards and national test sponsor regulations.
The Director
will be responsible for executing annual contracts with national test sponsors on behalf of the University. Duties will include controlling
the security of all testing materials received, retained in inventory, and shipped, by strictly following all guidelines and procedures set
by the testing entities. The Director will maintain records of revenue paid to the University by national test sponsors and work with
Accounts Receivable to establish a process for receiving administrative test fee payments from test-takers.
The Director will supervise
the administration of proctored online exams or other remote tests. The Director will assist faculty in creating online course evaluations
for formative and summative assessment of student learning outcomes.
The Director will oversee records management to ensure compliance
with all Title III, SACSCOC, University, and national test sponsor policies, procedures, and reporting requirements. The Director will
maintain Testing Center utilization records and develop a comprehensive annual Testing Center operations and assessment report.
The
Director will work with appropriate University offices and departments to research and implement innovative digital technologies to promote
quality testing services for faculty, students, staff, and the community. This position reports to the Vice Provost.

Competencies required to successfully perform the work:
- Understanding of testing policy and procedures necessary for effective test
delivery in accordance with national testing standards. - Ability to develop, implement and monitor departmental policies, procedures,
and objectives - Ability to work across departments to accomplish objectives.
- Ability to interpret and strictly adhere to
university and test sponsor policies, using careful judgment. - Expertise in training and managing test administrators and
proctors. - Excellent reporting skills.
- Experience with assessment and SACSCOC accreditation reporting.
- Proficiency in
communicating with internal and external technical support to investigate and resolve technical issues related to test
administration. - Expertise with word processing, spreadsheets, and databases, Blackboard, SPSS, or other statistical analysis
software. - Experience with crisis management and conflict resolution.
- Ability to establish and maintain positive professional
relationships with stakeholders at all levels within the university. - Considerable administrative experience directly supporting
senior level members of an organization. - Demonstrated ability to monitor projects and meet and prioritize competing
deadlines
Education, Experience, and Licensure, Certification required for entry into position
- Master’s degree from an
accredited institution in Education, Social Science, or a related discipline; or equivalent combination of education and training that

administration and proctoring. – Previous experience in test center development and management. – Familiarity with national test sponsor
policies, procedures, and reporting requirements. – Experience in designing and evaluating testing and assessment measures. – Demonstrated
familiarity with Title III or other federal grant proposal and administration – Expert level skill in the use of Blackboard, Microsoft
Office, Adobe Acrobat, Zoom and other virtual meeting platforms. – Experience with collecting and analyzing data using SPSS or similar
statistical software. – Demonstrated familiarity with SACSCOC, SCHEV and other higher education accrediting standards. – Customer service
and public speaking experience. – Managerial, team building and training skills. – Demonstrated ability to work independently and
collaboratively within and across institutional divisions. PREFERRED QUALIFICATIONS: – Doctorate degree from an accredited institution in
Education, Social Science, or a related discipline. – Experience in project management
Salary Range: $85,000 –
$94,000
