Job Goal

The Senior Benefits Administrator is responsible for the day-to-day operations of benefits, leaves administration, retirement planning/services, and risk management programs while ensuring compliance with state and federal regulations. This position also serves as a key resource for employees and leadership, facilitating smooth benefits administration and promoting employee understanding of available programs.



Essential Duties and Responsibilities

  1. Documents and maintains administrative procedures for all assigned benefits-related processes, ensuring accuracy and consistency across systems and workflows.
  2. Oversees the maintenance of employee benefits files, manage the group benefits database, and ensure timely updates to employee payroll records reflecting benefits-related changes.
  3. Conducts biweekly reviews and reconciliations of employee and employer contributions across all benefits plans, ensuring accuracy and resolving discrepancies as needed.
  4. Collaborates with benefits vendors and third-party administrators to ensure the accurate and timely processing of enrollments, changes, data transfers, and benefit claims.
  5. Acts as a liaison between employees, the College, third-party vendors, and plan administrators. Manage benefits-related data within the College’s Human Resources Information System (HRIS).
  6. Provides timely, knowledgeable support to employees by addressing benefits-related inquiries, resolving issues, and guiding employees through enrollment, claims, and related processes.
  7. Assists with audits, compliance testing, and reporting related to benefits programs to meet regulatory and policy requirements.
  8. Ensures compliance with all applicable government regulations, including timely and accurate submission of required reports, fees, and documentation.
  9. Serves as a subject matter expert on benefits policies, procedures, and applicable laws, including FMLA, ACA, HIPAA, and Florida state regulations.
  10. Stays informed of industry trends and regulatory changes to ensure ongoing compliance and recommend process or policy improvements as needed.
  11. Actively participates in process improvement efforts, analyzing existing benefits processes and recommending enhancements to improve efficiency, accuracy, and overall service delivery.
  12. Participates in the review, evaluation, and delivery of benefits materials for employee orientations, open enrollment periods, and new hire onboarding. Recommend updates and enhancements to ensure content is accurate, relevant, and easily accessible through HR platforms.
  13. Participates in the development and implementation of communication strategies to enhance employee understanding and engagement with the College’s comprehensive benefits package.
  14. Serves on College committees as assigned, providing subject matter expertise and contributing to the advancement of institutional goals related to employee benefits programs.
  15. Assists the Retirement Coordinator with retirement orientations, sick/vacation leave accruals, sick leave pool management, BENCOR, FICA alternative plans, DROP entry/exit processes, and other related retirement activities.
  16. Maintains full access to Protected Health Information (PHI) as needed for duties related to the Health Insurance Portability and Accountability Act (HIPAA), ensuring compliance with all privacy and security standards.
  17. Maintains strict confidentiality of all personnel and benefits-related records in compliance with College policies and legal requirements.
  18. Performs other duties as assigned in support of the Human Resources department and overall College operations.

Minimum Requirements

EDUCATION REQUIREMENTS / QUALIFICATIONS


  • A Bachelor’s Degree from a regionally accredited institution and 4 years of relevant experience;
    OR
  • An Associate’s Degree from a regionally accredited institution and 6 years of relevant experience;
    OR
  • Any equivalent combination of education and experience which provides the required knowledge, skills, and abilities to perform the essential duties and responsibilities of the position.

KNOWLEDGE, SKILLS, & ABILITIES

  • Excellent organizational and time management skills.
  • Proven ability to work effectively in a team environment.
  • Strong analytical skills.
  • Computer proficiency and technical aptitude. Comfortable with Microsoft products (to include Outlook, PowerPoint, Excel, and Word).
  • Knowledge of pertinent federal and state regulations/statutes.
  • Excellent communication (both oral and written) and organizational skills.

PREFERRED QUALIFICATIONS


  • 8 years of experience preferred.
  • Human Resources Certification Institute (HRCI), Society for Human Resources Management (SHRM), or Certified Employee Benefits Specialist (CEBS) certification preferred, but not required.
