Human Resources Manager
The University of Lynchburg, a private, regional university in the beautiful foothills of the Blue Ridge Mountains in Central Virginia, is seeking applicants for a full-time Human Resources (HR) Manager position in the Office of Human Resources.
This position reports to, is supervised by, and evaluated by the Vice President & Chief of Staff. It will include the specific duties and responsibilities outlined in this position description, as well as the employee’s attitude and general work behavior.

Job Purpose:
The HR Manager leads and manages day-to-day operations within the Office of Human Resources at the University of Lynchburg. This role is responsible for overseeing and optimizing critical HR functions, including recruitment and talent acquisition, onboarding, employee relations, performance management support, compensation administration, and regulatory compliance. Serving as a trusted partner to university leaders, faculty, and staff, the HR Manager promotes a productive, supportive, and inclusive campus climate aligned with the University’s student-centered mission.
Specific Job Duties:
- Talent Acquisition & Recruitment Management: Partner with hiring managers and search committees across campus to draft job descriptions, post positions, develop diverse candidate pipelines, coordinate the interview process, and ensure fair, equitable hiring practices.
- Comprehensive Onboarding: Oversee the design and execution of university-wide staff onboarding and orientation programs, ensuring a smooth, welcoming, and compliant transition for all new employees.
- Employee Relations & Advocacy: Act as a primary, confidential resource for employees and supervisors seeking guidance on performance, workplace concerns, and conflict resolution. Conduct preliminary inquiries into grievances and coordinate with the Director on sensitive personnel issues.
- Regulatory Compliance: Monitor and ensure compliance with federal, state, and local employment laws (including FLSA, FMLA, ADA, Title IX, and EEOC). Help update the Employee Handbook and deliver training on compliance-related topics.
- Performance Management Support: Administer the annual performance appraisal cycle for staff, providing support, guidance, and tools to supervisors to foster employee development and accountability.
- HRIS, Reporting, & Recordkeeping: Maintain the accuracy and security of personnel records in the Human Resources Information System (HRIS). Compile and analyze HR metrics (e.g., turnover, recruitment cycle times) to guide strategic decisions
- Benefits & Wellness Collaboration: Assist the benefits team with open enrollment, benefits education, and promote the Healthy Hornets Wellness Program initiatives.

Schedule:
8:30 am – 5:00 pm (7.5 hours/day with some evenings and weekends to meet the needs of the department may be required).
Experience/Skills:
- Superb verbal and written communication skills, with an ability to clearly explain complex HR policies to diverse audiences.
- Exceptional active listening, counseling, and conflict resolution skills.
- Strong teamwork and collaboration skills, with a focus on building positive relationships across campus departments.
- Excellent organization and time management skills, with a high degree of attention to detail and accuracy.
- Demonstrated capacity to handle sensitive personal information with strict confidentiality and absolute professional integrity.
- Proficiency in using HRIS systems, database tools, and Google Workspace (Docs, Sheets, Slides, Forms, Drive).
Physical Demands:
- Prolonged periods of desk/computer work and sitting.
- Frequent fine motor movements/wrist action (typing, document handling).
- Ability to lift up to 15 lbs.
Required Qualifications:
- Minimum of 3 to 5 years of progressively responsible professional experience in human resources management or as an HR Generalist.
- Strong foundational understanding of core HR disciplines and federal/state employment compliance guidelines.
- Proficiency with modern HR technology, HRIS databases, and business collaboration platforms.
Preferred Qualifications:
- Professional human resources certification (e.g., SHRM-CP, SHRM-SCP, PHR, or SPHR).
- Previous human resources experience in a higher education or similarly complex, multi-stakeholder institutional setting.
Education:
High school degree plus postsecondary education, preferably in a business or HR-related field, and professional training; a Bachelor’s degree in Human Resources, Business Administration, or a related field is highly preferred.
