Rutgers, The State University of New Jersey is seeking a Application Programmer (Data Content Specialist) for the Center for Advanced Energy Systems. CAES currently operates as the Field Managers for the Department of Energy Industrial Training and Assessment Center (ITAC) Program. The Field Manager works directly with the ITAC Program Manager at DOE while focusing on program quality assurance. As the Field Manager, CAES supervises all the institute of higher education (IHE) centers in the program and serves as a liaison between the ITACs and DOE. The program provides no-cost energy assessments to small and medium sized manufacturing plants in the US and has been operating for over 30 years.
The Application Programmer (Data Content Specialist) is an integral member of CAES. The Application Programmer (Data Content Specialist) reports to the Manager of Quality Assurance and plays a critical role to the internal functions of the office and website development. Application Programmer (Data Content Specialist) manages a variety of projects, programs, and supports CAES initiatives including efforts regarding AI.
Among the key duties of the position are the following:
- Establishes a consistent and updated onlineITACreporting tool and format.
- Gathers feedback from Centers and selected SMMs, with the ultimate aim of establishing a working page that will accept uploaded report data in a format that will be easy to follow for plant personnel and includes new assessment sections relating to industrial decarbonization and other topics (e.g., commercial building assessments, cybersecurity, and resiliency planning), as appropriate.
- Maintains and upgrades theITACwebsites and databases.
- Provides continuous operational oversite, maintenance, and updates to theITACuniversity website and database.
- Reviews all individual Center websites to ensure that program priorities are followed, including that they are current and provide potential clients and end users with relevant, actionable information. Ensures these operations are harmonized with the outreach and engagement activities of the soon-to-be-developedITACclearinghouse.
- Provides database quality assurance, including: reviewing data uploaded to ensure it is consistent throughout the recommendations (e.g., using the same cost of energy, same operating schedule, etc.), ensuring the data passes reasonableness tests (e.g., do numbers fit within what would be reasonable for various types of recommendations), and ensuring that the data is complete and includesDOErequested flags for items such as replication and spinoff projects.
- Maintains data services such that all needed quantitative reporting through the database is available toDOE(for reporting purposes) in a timely and useful manner.
- Incorporates Center of Excellence specialized assessment reports into theITACdatabases, too.

Minimum Education and Experience
- Bachelor’s degree in mechanical engineering, Energy Systems Engineering or Information Technology, or related field, or an equivalent experience.
Required Knowledge, Skills, and Abilities
- Modern SQL database and web development tool skills (e.g. ReactJS, JavaScript/TypeScript, CSS, etc.)
Preferred Qualifications
- Familiarity with the ITAC program or Department of Energy funded programs and grants.
