Position Information

The full salary range for the EHS Safety Programs Manager is $93,200 –
$174,200 annually. However, the expected pay scale for this position is from $93,200 – $129,108 annually. We base salary offers on a variety
of considerations, such as education, licensure and certifications, experience, and other business and organizational needs. Environmental
Health, Safety & Risk Management supports the University of California, Riverside by promoting a safe, healthy, and compliant campus
environment through prevention, education, consultation, inspection, investigation, and continuous improvement. The department partners with
campus units to identify hazards, implement controls, ensure compliance with applicable requirements, and strengthen a culture of safety.
The EHS Safety Programs Manager serves as a campus leader within Environmental Health, Safety & Risk Management (EHSRM) and reports to the
Director of Occupational Safety, Industrial Hygiene, and Environmental Programs. The position supervises assigned safety specialists and is
responsible for leading, implementing, evaluating, and continuously improving occupational safety programs across the UCR campus community.
This role is accountable for campus-wide program performance, including measurable outcomes, compliance results, and effective program
execution. Applicants must have current work authorization when accepting a UCR staff position. Currently, we are unable to sponsor or take
over sponsorship of an employment Visa for staff. As a University employee, you will be required to comply with all applicable University
policies and/or collective bargaining agreements, as may be amended from time to time. Federal, state, or local government directives may
impose additional requirements.

Requirements

Education Requirements

• Bachelor’s degree
  in related area and/or equivalent experience/training.
• Bachelor’s degree in Occupational Safety and Health Management, Safety
  Engineering, Industrial Hygiene, or a Master’s degree in these or a related field is
  preferred.

Experience

• 6 – 10 years of related experience.
• 3-5 years of supervisory/managerial
  experience with direct reports.
• Previous supervisory/managerial experience.

Minimum
Requirements

Solid problem solving skills to deal and resolve matters arising for both simple and complex general public and
occupational safety issues and concerns in the campus environment. Ability to assess complex safety issues, resolve problems, respond to
emergencies, and make sound decisions within policy and regulatory requirements. Demonstrated supervisory and leadership skills, including
staff development, performance management, delegation, accountability, and team coordination. Supervisory and managerial skills and
familiarity with organizational culture and working with direct reports. Solid foundational and accomplished skills for leading, developing,
and implementing sound safety programs including areas such as lockout/tagout, electrical safety, confined space, ergonomics, industrial
hygiene, fall protection, scaffolding, warehousing safety, excavation, powered industrial vehicles, event safety, injury and illness
investigation and reporting, shop safety (machine guarding), chemical hazard communication, hotwork safety, walking/working facility safety,
noise, respiratory protection programs, ppe assessments, job hazard analysis, safety audit and inspection program implementation, and OSHA /
Cal/OSHA regulations and requirements. Solid skills to organize, prioritize and complete projects within budget and time constraints. Skills
to effectively direct and supervise subordinate staff who are assigned duties in different programs; skills to effectively integrate several
highly regulated subject and program areas. Solid skills to appropriately, efficiently and effectively respond to emergencies and critical
situations. Comprehensive knowledge and understanding of EH&S technical requirements, logistics, materials and operations, rules,
regulations, laws, etc. Solid written, verbal and interpersonal communications skills, including strong skills to interact successfully with
a widely diverse population. Thorough knowledge of occupational safety principles, hazard recognition, control methods, and program
implementation in a complex institutional setting. This includes a strong working knowledge of OSHA and Cal/OSHA regulations, campus
environmental health and safety requirements, and applicable UC policies and procedures. Ability to establish performance metrics, evaluate
program effectiveness, analyze trends, and use data to drive priorities and continuous improvement. Skill in organizing, prioritizing, and
completing multiple projects within deadlines and available resources. Experience developing and delivering safety training, conducting
inspections and audits, and preparing clear technical documentation and reports.

for leading, implementing, evaluating, and continuously improving occupational safety programs across the UCR campus community. This role is
accountable for campus-wide program performance, including measurable outcomes, compliance results, and effective program execution.

Key Responsibilities

• Provides technical leadership, functional guidance and supervises technical and
  professional personnel, including selection, performance management and taking corrective action as required.
• Provides direct
  supervision, work direction, coaching, and performance management for assigned safety specialists. Collaborates with campus supervisors and
  acts as a technical and subject matter expert guide in accident investigations. Conducts accident investigations when the severity potential
  for a recordable incident exists or when supervisor investigations are inadequate. Develops and ensures workplace hazard analysis
  documentation is established as needed to help the campus successfully carry out its missions safely. Performs and oversees the completion
  of comprehensive and thorough job safety hazard analyses for various job tasks and activities in a research university environment. Leads
  the development, implementation, evaluation, and continuous improvement of occupational safety programs for the campus community. Manages
  the UCR Injury and Illness Prevention Program under the direction of the immediate supervisor and Division Assistant Vice Chancellor.
  Establishes and monitors metrics, KPIs, goals, and targets aligned with EHSRM priorities and campus leadership expectations.

• Provides direction and guidance on complex environmental, health, and safety issues encountered by subordinate
  staff.
• Provides general and specific safety support and information to implement and oversee programs as needed. Assists departments
  in conducting hazard and safety analysis for high risk tasks, partnering with stakeholders to develop SOPs. Conducts and oversees the
  execution of required and necessary audits, inspections, investigations, hazard analyses, and corrective action tracking to reduce risk and
  improve compliance in accordance with the campus injury and illness prevention program. Ensures compliance with OSHA, Cal/OSHA, UC
  systemwide policy, and campus procedures through training, consultation, documentation, and follow-up.

• Ensures that quality
  control procedures are executed to effectively and efficiently monitor and meet regulations.
• Provides hazard evaluations,
  atmospheric monitoring and training relating to the confined space program. Maintains confined space atmospheric monitoring data and
  equipment. Performs atmospheric air monitoring with direct reading and media collection capabilities. Oversees indoor and outdoor heat
  stress program and ensures processes and procedures are in place to coordinate timely warning communications to the campus community. Works
  together cohesively with the campus community to promote health and safety programs within their area of programmatic oversight as well as
  collaborate with other EHSRM partners for synergy, efficiency, and cost effect efforts. Ensures that workplace hazard analyses and
  inspections/audits are conducted timely and any corrective action plans are tracked until closure working cooperatively with campus
  partners.

• Coordinates environmental/occupational health and safety programs and environmental programs, including performing
  audits to identify and control and/or mitigate significant loss-producing exposure.
• Develops, implements, and routinely
  audits/validates effectiveness of various campus safety programs such as but not limited to Aerial Work Platform, Confined Space, Power
  Industrial Truck, Ladder and Scaffold Safety, Electrical Safety, Welding and Cutting program, Machine Guarding, Trenching an Excavation,
  Heat Illness Prevention, compressed gas safety, pressure vessels, Control of Hazardous Energy (Lock Out Tag Out), Theater Safety, Working at
  Heights, Shop Safety and other programs as identified/requested.

• Develops, delivers, assigns, and audits training and communication on
  occupational safety topics for diverse campus audiences, departments and organizations. Evaluates and oversees the selection of equipment
  and associated training to campus personnel for tasks involving the need for fall protection, confined space entry and equipment, electrical
  and hazardous energy lock-out-tag-out , and other regulatory safety programs as necessary or required. Routinely liaises with the University
  of California system wide safety work group to share best practices and develop programs that support campus safety. Develops and conducts
  safety training for campus employees in field of expertise. Works with Training & Communications Manager to develop, or improve, and deliver
  comprehensive training courses regarding hazard communication; personal protective equipment; lockout/tag out (blockout); shop safety;
  confined space entry; accident investigations; machine guarding; construction safety; fire and life safety, the Injury and Illness
  Prevention Program and others as needs arise.

• Maintains current and up-to-date information regarding existing and/or proposed
  changes in environmental/occupational health and safety regulations and ensures information is disseminated appropriately.
• Provides
  EHS oversight and guidance to campus customers including project managers for the new construction and remodeling of buildings. Reviews and
  approves permits for various requests such as crane use and special event planning.
