Overview

The Division of Institutional Planning & Operations (IP&O) employs a workforce of approximately 2,700 staff, represented by 15 collective negotiations agreements, and is responsible for institutional strategic initiatives and operations, which encompasses an expansive range of comprehensive service and business operations across the State of New Jersey. These include planning and construction, facilities, public safety and emergency operations, environmental health and safety, transportation, housing, and auxiliary/retail operations.


Posting Summary

Rutgers, The State University of New Jersey, is seeking a Security Officer/Parking Enforcement for the Division of Public Safety. Under the immediate direction of a Security Supervisor, or other University Police personnel as directed.

Among the key duties of this position are the following:


  • Performs a wide variety of security and parking functions to ensure the safety of persons, protect property, maintain order and enforce the rules and regulations of the University.
  • Dependent upon assignment, observes, recognizes and reports conditions that adversely affect public safety or University policy.
  • Issues written Security Failure Notices and University Parking Summonses.
  • Safeguards the life, property and well being of all members and guests of the University community.
  • Provides assistance regarding directions, emergencies and special requests.
  • Controls vehicular and pedestrian traffic in University parking lots.
  • Examines doors, windows, and gates to ensure security.
  • Uses University keys and/or slash cards to open and secure buildings.
  • Monitors closed buildings for unauthorized persons and other suspicious activities, Patrols parking areas and campus buildings, issuing University Parking Summonses and Security Fail me Notices.
  • Files written and oral reports and maintains necessary records.
  • Provides security, parking enforcement and limited traffic control service for special events and escort service as assigned.
  • Detects and reports irregularities such as fire hazards, leaking water pipes, inoperable lights, and malfunctioning security doors.
  • Assists in the recommendation and/or installation of signage.
  • Sounds alarm in case office and notifies University Police of the presence of unauthorized persons.
  • Recognizes and reports emergency and questionable conditions to supervisors and/or University Police. This includes maintenance needs, vehicle removal (towing) needs or suspicious conditions warranting police response.
  • Provides security escorts as assigned.
  • Operates University vehicles, including shuttle vans and specialized vans including transporting persons with special needs, providing safe and efficient transportation to members of the University community as assigned.
  • Monitors boiler, heating and air conditioning warning signals for proper operation during evening and night hours.
  • Must be able to reduce or minimize low level conflict (such as disputes over a parking ticket or rcsistm1ce to an order to vacate a building to be secured).
  • Maintains a positive work environment by performing and communicating in a cooperative and professional manner with students, faculty, visitors, co-workers and supervisors.
  • Requires entering computer data into hand held or desk top equipment, regulating visitor access to buildings or areas, processing packages and use of a handheld metal detectors and deliveries through a secured facility, operation of Close Circuit TV equipment, and enforcement of residence life policies.

Minimum Education and Experience


  • High School degree

Certifications/Licenses

  • Valid driver’s license, two years of driving experience and successful completion of the Rutgers Defensive Driving Course.

Required Knowledge, Skills, and Abilities


  • Must maintain a professional demeanor and appearance pursuant to established departmental guidelines.
  • Must be able to work independently in the performance of their job tasks. Performs related duties as required.
  • Ability to effectively communicate in English, including while under stress both in writing and via two way radio.
  • Ability to walk and/or stand for extended periods of time.
  • Mandatory overtime required as necessary.
  • Must be able to successfully complete the NJ CUPSA Basic Security Officer Training Class and maintain applicable certification as required. Applicants will be required to successfully pass an interview board for consideration.
  • In accordance with New Jersey State law, applicants must agree to undergo and authorize the university to conduct fingerprint, criminal history and/or child abuse record checks with various law enforcement agencies, including but not limited to: the Federal Bureau investigation, Identification Division and/or the New Jersey Division of State Police, Bureau of identification.
  • Applicants must also assume any costs incurred by the university associated with the background investigations whether required by statute or not.
  • Any criminal record will affect consideration of a candidate’s application.
