What You’ll Do
As a key member of the Facilities Services leadership team, you’ll:
- Lead engineering, maintenance, and sustainability operations supporting more than 30 buildings across three campuses, totaling 750,000+ square feet.
- Serve as USCB’s Campus Engineer, providing technical leadership for campus utilities, infrastructure, and building systems.
- Direct preventive maintenance programs that maximize reliability, extend the life of campus assets, and support uninterrupted campus operations.
- Lead energy management and sustainability initiatives that improve efficiency, reduce operating costs, and support responsible stewardship of university resources.
- Manage departmental budgets, maintenance priorities, deferred maintenance planning, and capital improvement projects.
- Partner with contractors, consultants, campus departments, and state agencies to successfully plan and deliver facilities projects.
- Inspire, mentor, and develop a talented team while fostering a culture of collaboration, innovation, safety, accountability, and exceptional customer service.

Job Related Minimum Required Education and Experience
Requires a bachelor’s degree in a job related field and 3 or more years of job related experience, which may be substituted by an equivalent combination of job related certification, training, education, and/or experience.
Preferred Qualifications
Thorough understanding of Academic space planning requirements preferred
Knowledge/Skills/Abilities
Thorough knowledge of the laws, ordinances, and regulations applicable to building, construction, repair and maintenance, including South Carolina building codes, fire codes, ADA regulations, and industry standards.
Working knowledge of CAD/Revit applications and their use in a design and construction environment.
Thorough understanding of construction concepts and their relationship to building costs.
Ability to represent the division in a professional manner with USC administration and external agencies to advocate the Campus’ physical needs and design and construction requirements.
Skilled in dealing with low bid contractors in a public works environment.
Ability to read and accurately interpret blueprints and specifications.
Ability to work independently.
Proven ability to manage numerous projects simultaneously.
Demonstrated ability to successfully interact with executive management and a wide range of internal/external constituents within a shared governance environment.

Job Duty
Serve as the Campus Engineer for the University.
Develop design philosophy relating to electrical power distribution, mechanical systems (central energy generation/distribution versus standalone systems), chillers versus direct expansion cooling and boilers for heat/hot water or some other system.
Evaluate roofing systems to assure longevity, outdoor/interior lighting, windows types, floor coverings (carpet, hard/soft tile, etc.), interior finishes (including cleaning and maintenance considerations), access control, types of locks/keying system, fire alarm/detection and suppression systems, etc.
Develop and implement administrative and technical control processes to ensure the reliable operation of building systems, infrastructure, highly specialized equipment, and associated building elements.
Serve as liaison with the Office of the State Engineer to ensure compliance with OSE requirements and state codes.

Implement and maintain an effective and efficient maintenance repair program, including a preventive maintenance program.
Provide technical support and guidance relative to a wide range of campus building systems and equipment. Ensure and validate that proper design reviews, quality assurance, system commissioning, shop training, and project handoff are completed for major maintenance projects in areas of responsibility. Ensures the effective utilization of the computerized maintenance-management software (CMMS).
Identifies, develops, and implements mechanical/electrical maintenance operations, and repair standards/programs to prevent, control, and abate the deterioration of HVAC, mechanical, electrical, and electronic components of USCB building systems/elements.
Coordinates, interacts, and supports other Facilities Services departments in the development and execution of identified, scheduled maintenance and repair activities for Campus’ buildings and building systems/elements.
Develops and documents or prepares the job requirements for work to be completed via contracted services. Interacts with contractors, customers and University Purchasing staff to coordinate, schedule, inspect, document, and complete contractor work activities, including the associated paperwork.
Initiates and execute various personnel actions as appropriate for staff including annual performance evaluations, corrective discipline cases, personnel actions, skills development, counseling, and training.
Collects, collates, and provides budget input for the Engineering, Maintenance and Projects Department’s annual budget. Manages, controls, and executes the Group’s portion of the Department budget.
Interacts, coordinates, and cooperates with Campus counterparts, State Inspectors, and Town Officials, typically including design consultants, inspectors and other staffs in support of academic programs, administrative policies, construction/repair programs, and Facilities Services’ activities.
Performs a wide variety of technical and administrative activities to support, promote, and execute Campus maintenance/repairs programs other related administrative and technical duties as necessary.
Establish operating budgets relative to maintenance activities; monitor and manage expenditures to ensure that they remain within prescribed limits.
Develop and communicate strategic and tactical staffing level plans.
Manage and direct the facility condition assessment system to justify and facilitate a prioritized allocation of university deferred maintenance funds.
Perform cost-benefit analysis for maintenance issues to ensure best use of available resources.

Direct organization’s energy management program, activities, and staff.
Supervise team responsible for managing energy-using assets to achieve energy and cost savings.
Advise on or sets energy goals, monitors progress and communicates performance.
Develop and manage organization’s energy budget in coordination with other offices, which includes tracking energy consumption and costs and budget forecasting, and advises on energy commodity purchasing.
Create internal policies and procedures to optimize the energy-efficient use and operations of the organization’s facilities and equipment.
Maintain central energy database that includes utility and operational data; oversee energy data entry and energy data analysis activities, including oversight of energy management and information systems.
Oversee and conduct energy audits at each facility to identify energy conservation measures.
Prepare and disseminate energy performance reports to a variety of internal and external stakeholders
Participate in capital improvement and new construction projects concerning facility design to ensure maximum resource efficiency and sustainable building practices.
Lead energy awareness, education, and engagement activities, including at external events and meetings.
Apply for and manages incentives and grants that support energy projects and programs.
Track, analyze, and act on state and federal energy legislation and regulations that impact the organization.
