Posting Summary
Rutgers, The State University of New Jersey is seeking a Manager of Data Administration for the Institute for Health Survey / Data Core.
The primary purpose of the Manager of Data Administration is to manage existing large health insurance claims databases, help develop more efficient use and processes of Core data, and assist with project-specific data management and analysis as needed. The Data Manager will be proficient with using SAS and other software packages and be able to write and review programming code that manages, cleans, and analyzes large, complex healthcare datasets.
Among the key duties of this position are the following:
- Manages the integration, cleaning, and quality checks of new and updated data, ensuring compliance with data standards and thorough documentation.
- Incorporates new data and updates to existing data into the Core to make data ready for storage and research, including decryption, extraction, management, cleaning, conduct of quality checks, and creation or updating of documentation.
- Supervisory support of analytical staff; supervises users of the Core, ensuring adherence to established Core data management and utilization policies.
- Works with leadership team to provide updates to and expand the Core’s service offerings.
- Establishes data governance policies and promotes best practices to maintain data integrity, security, and compliance. Develops new approaches to improve the efficiency of the management and analysis of Core data.
- Develops guidance on best practices for use of Core data and computing resources
- Designs and leads training and research support for faculty, staff, and students using Core data and resources.

Minimum Education and Experience
- Bachelor’s Degree in a related field.
- 3 + years experience in data management and understanding data structure.
Required Knowledge, Skills, and Abilities
- Knowledge of data management and analysis in SAS.
- Project management, time management, communication, interpersonal, decision making, analytic, and reporting skills.
- Equivalent experience, education and/or training may be substituted for the educational requirements.
Preferred Qualifications
- Masters’ Degree in a related scientific field with a minimum of 5 years of experience working with large claims datasets, electronic health record data, or other large healthcare datasets, including data management and analysis. Equivalent education, experience and/or training may be substituted for the degree requirements.
- Ability to conduct data analysis, data linkage, and to work with complex datasets.
- High level of computer literacy including Microsoft Office Suite and data querying tools.
- Able to work with a wide range of individuals with diverse backgrounds and perspectives on data usage including faculty, staff, trainees, and senior administrators.
Physical Demands and Work Environment
PHYSICAL DEMANDS: No significant physical demands. Must be ale to exert force up to 35 pounds.
WORK ENVIRONMENT: No significant exposures or noise levels. Office /Laboratory/Clinical environment.
