Position Information
UC Riverside’s Transportation & Parking Services is recruiting for an
Adjudication Officer position. The full salary range for the Adjudication Officer is $57,700 – $99,300 annually. However, the expected pay
scale for this position is up to $78,500 annually. We base salary offers on a variety of considerations, such as education, licensure and
certifications, experience, and other business and organizational needs. Under general supervision, the Adjudication Officer supports
Transportation Services by managing the first-level parking citation appeals process and related citation resolution activities. The
incumbent interprets and applies University, departmental, state, and local parking policies, procedures, regulations, codes, and ordinances
to review citation appeals, determine appropriate outcomes, and communicate decisions clearly and professionally to students, faculty,
staff, visitors, vendors, departments, and members of the public. The position is responsible for processing and researching parking
citations, adjudicating first-level appeals, supporting second- and third-level appeal processes, maintaining accurate citation records,
coordinating DMV and other external entity processes related to unpaid violations, and preparing citation, appeal, payment, and financial
reports. The incumbent ensures citation information is accurately recorded in department systems, researches customer and vehicle
information using University and external databases, verifies citation payments and balances due, identifies payment or record
discrepancies, and supports the reconciliation and reporting of citation-related revenue, including Riverside County and DMV-related
financial reporting. The Adjudication Officer also provides customer service and policy guidance regarding parking citations, permits,
permit eligibility, payments, refunds, alternative transportation programs, and Transportation Services procedures. The incumbent performs
permit sales and transaction support in a high-volume service environment, including cash, credit card, web, refund, payroll deduction,
student account, and departmental permit-related transactions. The role provides limited support for alternative transportation programs and
assists with parking operations, facility-related concerns, data analysis, reports, special projects, and process improvement efforts.
Required to hold valid driver’s license, have a driving record that is in accordance with local policies/procedures, and/or enroll in the
California Employer Pull Notice Program. Applicants must have current work authorization when accepting a UCR staff position. Currently, we
are unable to sponsor or take over sponsorship of an employment Visa for staff. As a University employee, you will be required to comply

Experience

- Experience in parking
operations, citation processing, citation adjudication. - Experience in customer service, cash handling, credit card transactions,
reconciliation. - Experience in parking operations, transportation services, higher education, public service, traffic, parking, or
transportation environments. - Experience using parking permit systems, citation systems, point-of-sale systems, web-based
applications. - Experience using Microsoft Office Suite.
- Experience using database systems, University systems, DMV-related
systems, or similar electronic records systems.

- Adjudicates first level citations and appeals on timely basis. Represents department in
external hearings or activities. - Adjudicates first-level parking citation appeals by reviewing citation information, customer
statements, permit records, payment history, vehicle information, supporting documentation, and applicable policies or regulations. *
Determines appropriate citation outcomes, including whether citations should be upheld, reduced, dismissed, amended, placed on hold,
referred, or otherwise resolved. * Facilitates and supports second- and third-level citation appeal processes, including preparing records,
correspondence, case summaries, and supporting documentation for hearings, investigations, or related proceedings. * Prepares clear and
professional written correspondence regarding citation appeals, citation payments, policy interpretations, customer complaints, and related
Transportation Services matters. * Represents the department in internal or external hearings, investigations, or activities related to
parking citations, as assigned. * Reviews citation records, customer concerns, and enforcement-related information to support consistent and
appropriate citation adjudication outcomes. - Oversees permit sales to faculty, staff, students and visitors.
- Processes
over-the-counter, online, departmental, payroll deduction, student account, and other permit-related transactions for faculty, staff,
students, visitors, vendors, departments, and other customers. * Handles cash, credit card, web, refund, citation payment, permit payment,
and related transactions in accordance with department and University procedures. * Reconciles assigned permit transactions, reviews summary
reports, researches discrepancies, and presents potential resolutions to a supervisor. * Researches customer transaction histories using
department and campus systems, including parking permit and citation systems, point-of-sale systems, UCPath, Student Business Services,
Financial Aid, CA DMV database terminal, and related records. - Assesses and recommends changes to policies and procedures to
ensure compliance with state law regarding issuing and adjudicating parking citations; recommends new policy when
necessary. - Interprets and applies University parking policies, department procedures, California parking citation requirements, and
applicable codes and ordinances to determine appropriate citation outcomes. * Reviews citation issuance trends, citation appeal trends,
customer feedback, enforcement patterns, and procedural concerns to identify opportunities for policy or process improvement. * Recommends
updates to citation, appeal, enforcement, customer communication, and compliance procedures when needed. * Supports customer education by
identifying recurring misunderstandings and recommending clearer policy guidance or informational materials. * Coordinates with enforcement
staff and supervisors to clarify citation questions, permit status, exemption information, customer account details, and recurring citation
issuance concerns. * Monitors and reports parking facility concerns to appropriate unit managers, including issues involving lots, signage,
lighting, equipment, permit dispensers, pay stations, safety concerns, access, maintenance, or other operational conditions. * Coordinates
with enforcement, customer service, permit, alternative transportation, fleet, and other Transportation Services staff to support consistent
service delivery and compliance with established policies and procedures. - Applies parking policies and procedures to resolve
parking related issues, questions. Recommends new or changes to related policies to manager. - Serves as a customer-facing
representative for Transportation Services by resolving moderately complex inquiries, concerns, and complaints related to parking citations,
permits, payments, refunds, enforcement activity, transportation programs, parking facilities, and parking access. * Explains parking
policies, citation requirements, permit eligibility, payment obligations, appeal procedures, alternative transportation options, and related
Transportation Services programs to students, faculty, staff, visitors, vendors, departments, and members of the public. * Researches
customer issues using department systems, University systems, and external databases to provide accurate information, determine appropriate
options, and identify matters requiring escalation or referral. * Identifies customer service trends, recurring questions, operational
concerns, parking facility issues, or procedural gaps and recommends updates to improve consistency, compliance, service delivery, and
customer understanding. - Assists with maintenance of citation database and ensures electronic recording of violations is
accurate. - Maintains accurate citation records in department systems, including violations, payments, amendments, dismissals, appeal
outcomes, holds, transfers, and related documentation. * Verifies citation data, customer account information, vehicle records, payment
status, and appeal records to support accurate citation processing and resolution. * Researches and corrects record discrepancies, missing
documentation, duplicate records, or other database issues within assigned authority. * Maintains accurate files, reports, receipts,
correspondence, and records to support audit, reconciliation, citation, permit, and customer service functions. - Coordinates
contact with DMV and external entities regarding unpaid violations and other matters. - Coordinates with the California Department of
Motor Vehicles and other external entities regarding unpaid citations, registered owner information, delinquent violations, citation
transfers, payment status, and related matters. * Researches citation payment status, customer account information, and vehicle records to
verify balances due, resolve discrepancies, and support timely and accurate citation resolution. * Supports DMV-related citation processing,
delinquent citation reporting, and related customer account actions in accordance with established procedures. * Supports Riverside County
and other external reporting or payment processes related to citation activity, as assigned. - Prepares monthly reports on
citations, appeals, payments and other financial records for function. - Prepares and analyzes routine and ad hoc reports on
citations, appeals, payments, refunds, permit activity, customer inquiries, financial records, alternative transportation participation, and
other Transportation Services functions. * Supports financial reporting related to citation payments, Riverside County payment obligations,
DMV-related processes, refunds, reconciliations, permit payments, and other parking revenue records. * Reviews payment, appeal, permit, and
citation data to identify discrepancies, trends, and reporting issues requiring correction or management review. * Assists with monthly,
quarterly, and special reports for citation activity, appeal outcomes, payment status, revenue records, and operational performance. - Provides operational support for Transportation Services. * Participates in the development and implementation of the unit’s
mission, goals, and strategic planning. * Assists in the review of operations and services to identify operational efficiencies and
integrate best practices. * Coordinates and/or participates in special projects and assignments, the scope of which may extend beyond
day-to-day operations.
